The Association of Sri Lankan Graduates from Socialist Countries was established in 1966 by Sri Lankans who returned after pursuing higher studies in the former Republics of the Soviet Union, Eastern European Countries, Peoples Republic of China and Cuba.

Dr Lalith Liyanage promoted as the CEO of LLTL PDF Print E-mail

Dr Lalith Liyanage has been promoted as the Chief Executive Officer of Lanka Logistics & Technologies Ltd (LLTL) under the Ministry of Defense from 01st December 2015. Prior to this was serving at LLTL as the Head of IT from 2012. Lanka Logistics & Technologies Ltd is the Executive Arm of Ministry of Defense for procurement of Military Equipment as well as providing project management and consultancy services in defense and national security related projects for Tri Forces and Sri Lanka Police.

Dr Liyanage is a well reputed professional in the field of IT having first obtained Bachelors & Masters Degrees in Electrical Engineering with Excellent passes from the Donetsk State Technical University in USSR. He followed the habit of adding qualifications under his belt by completing a Post Graduate Diploma in Maintenance Engineering & Management with a Merit pass from the Indian Institute for Production Management (IIPM) in Orissa, India, a Computer Studies Masters degree with a Distinction from University of Essex, UK which was the turnaround in his professional career having to convert from Electrical Engineering to IT.


Dr Liyanage then completed his MBA in e-Governance with straight ‘A’s and a GPA of 3.97 from University of Moratuwa followed by the pinnacle of his educational career completing a PhD from the Faculty of Engineering and Environment of Northumbria University, UK in the area of Online Learning for Work-Based Learning.

Dr Liyanage’s professional career covers areas of Electrical Engineering (Pelwatte Sugar Industries 1996-99), Training Administration (Vocational Training Authority 1999-2004), Lecturing (Distance Learning Centre/SLIDA 2007-09 and Northumbria University 2010-11), Project Management (Asian Development Bank funded projects under Ministries of Vocational Training & Technical Education 2000-04, and Higher Education 2004-09) for last 20 years.

Dr Liyanage has not only excelled in academia but also proved his all round talents being an outstanding sportsman. He represented Kingswood College, Kandy District Schools, Kandy District and Sri Lanka Schools Hockey Teams and also played at Club and Mercantile level Hockey. He also played Cricket for school, University of Essex and Colchester Cricket Club followed by for Pelwatte Sugar Cricket club in SLCA Division III and Mercantile tournaments. He was a member of school and Latin American countries combined Football teams whilst studying in USSR. He was a member of Sri Lanka Schools Football pool as well. He did Athletics participating in running events ranging from 100 meters to Marathon and triple jump as a field event at school, circuit and district level. He excelled at Table Tennis, Badminton, and Carrom becoming champion at school level and Pelwatte Sugar Company. He represented the University of Essex and the Cramlington Sports Club Table Tennis teams in the UK.

He is also serving as a Board Director, Ceylon Petroleum Storage Terminal Ltd since 2015. Apart from that Dr Liyanage is an MBA Examiner of University of Moratuwa, a member of the Panel of Judges for National Best Quality ICT Awards organized by the British Computer Society since 2013.

Among his National Level Contributions, being a Pioneer to establish the National Online Distance Education System (NODES) for the Higher Education sector and being a Pioneer to introduce National Certificate in Information & Communication Technology (NCICT) and National Diploma in Information & Communication Technology (NDICT) for the Vocational Training and Technical Education sector rate as most important.

Among the awards he has received, the Kingswood Hockey Colours and ‘Star’ in 1986 & 1987, Sri Lanka Schools Hockey Colours 1986 & 1987, award for the best 2nd year PhD student at Northumbria University in 2011, CISO Award winner in 2013 for Contributions for IT Security in Sri Lanka and the Best paper award 2013 in the Journal of Higher Education, Skills and Work-based Learning, UK rate top.

Dr. Lalith Liyanage is a Fellow of Institution of Engineering Technology (IET) and has been serving as an Ex-Co member since 2007. He is also a member of British Computer Society, Computer Society of Sri Lanka and an Associate member of Institution of Engineers Sri Lanka.
